A New Canadian Foreign Policy?
STEPHEN TOOPE

Stephen J. Toope is Director of the Munk School of Global Affairs at the University of Toronto. He was President and Vice-Chancellor, the University of British Columbia, from 2006-14. A former President of the Pierre Elliott Trudeau Foundation, and Dean of Law, McGill University, Professor Toope also served as Law Clerk to the Rt. Hon. Brian Dickson of the Supreme Court of Canada. He was Chair of the Board of the Association of Universities and Colleges of Canada, and currently serves as President of the Federation for the Humanities and Social Sciences, and as Director of the Public Policy Forum, the Canadian Institute for Advanced Research and the Royal Conservatory of Music, from which he received an Honorary Fellowship (2014). Toope served as President of the Canadian Council on International Law and member of the Executive Council of the American Society of International Law. He publishes in leading international journals on international dispute resolution, international environmental law, human rights, the use of force, and international legal theory, and has lectured at leading universities around the globe. His book with Professor Jutta Brunnée, Legitimacy and Legality in International Law: An Interactional Account, Cambridge: Cambridge University Press (2010) was winner of the American Society of International Law’s 2011 Certificate of Merit for Creative Scholarship. He has been a distinguished visiting professor at Sciences Politiques in Paris and at Southwest University of Political Science and Law, Chongqing, China. He was Bullock Chair of Canadian Studies at Hebrew University. Toope also served as Chair of the United Nations Working Group on Enforced and Involuntary Disappearances, as Fact-Finder for the Commission of Inquiry into the Actions of Canadian Government Officials in relation to Maher Arar (2005), and as Commonwealth Group of Experts, Consultation on the Constitution of Sri Lanka (1997-8), and as Research Director, Office of the Special Representative concerning the Royal Commission on Aboriginal Peoples (The Rt. Hon. Brian Dickson, P.C., C.C.) (1991). He has been an active volunteer for international development and social service organizations. He was awarded the President’s Award of Distinction, United Way of Canada (2014), the John Read Medal of the Canadian Council of International Law (2015) and the Queen Elizabeth II Golden Jubilee Medal (2012). He was also granted honorary degrees (LL.D.) by the University of Alberta and the University of British Columbia in 2015. He is an Officer of the Order of Canada (2015).
