Richard Tanner, United States, colonel (select), U.S. Air Force.  Colonel Tanner most recently served as the Chief of Officer Development for Air Mobility Command.  Previously, Colonel Tanner commanded the 305th Operations Support Squadron at McGuire Air Force Base and before that he was the Japan Country Director within the Strategic Plans and Programs Directorate of the U.S. Joint Chiefs of Staff.  A Command Pilot of the C-17 “Globemaster” transport aircraft, he has led combat delivery missions to Iraq and Afghanistan, humanitarian relief operations in Haiti, and numerous conventional and Special Operations missions across the globe.  He holds a bachelor of science in biochemistry from the United States Air Force Academy and a master of arts in international public policy from Osaka University.  He speaks fluent Spanish and is conversant in Japanese. While at Harvard he is pursuing research on Northeast Asian security policy and assessing the effectiveness of kinetic military operations as an instrument of policy.
