Melitón Arrocha, Panama, member of parliament. Mr. Arrocha is the chair of the education committee in the national parliament. Previously, he headed the Ministry of Trade and Industry, where he proposed legislation to create a new platform for attracting foreign direct investment to the country. In addition, he was in charge of developing and implementing foreign trade policies in the area of bilateral free trade agreements negotiations with Korea and Central America. As deputy minister of foreign affairs, he developed a comprehensive strategy for Panama’s relations with the international community, especially with the United States and the European Union; he also worked on Panama’s relationships with China and with Taiwan. Previously, he also was involved with negotiations on the environment. While at Harvard he is pursuing research on the relationship between trade and security in the Central America.
