Germany. Oliver Owcza is a career diplomat with long-standing experience in foreign and security policy. He served the past two years as Germany´s deputy ambassador to Afghanistan, where he was involved in bi- and multilateral coordination of civil and military aid programs. Previously he was in charge of Germany´s humanitarian aid budget, particularly in complex crises in Africa. Earlier he served at NATO in Belgium, including two years as political advisor to SACEUR. Further postings include the United Arab Emirates and Mexico. Mr. Owcza was educated at Cologne University and Ècole des Hautes Etudes Commerciales (HEC) in Paris. He holds a master´s degree (Diplom Volkswirt) in economics and in European management. While at Harvard, he will conduct research on foreign policy coordination in fragile states.
